Trespass Laws vary by state.
In Arkansas, AR Code § 5-39-203, states: A person commits criminal trespass if he or she purposely enters or remains unlawfully in or upon:
(1) A vehicle of another person; or
(2) The premises owned or leased by another person.

In this case, the premises they are attempting to trespass him from is owned by the tax payers. It is presumed that this individual is a tax paying citizen, and therefore 'an owner' of the premises.

Failure to Identify is a secondary offense.
In Arkansas, AR Code § 5-71-213, states that: Failure to ID is a circumstance that may be considered in determining whether a person is loitering.
