US Secretary of State Antony Blinken said Washington has set out a "serious conciliatory way" for Moscow to determine the strains over Ukraine in a letter to the Russian government.

However, he said that the letter set no concessions to Russia's principal expectations, for example, ensuring that Ukraine won't ever be confessed to NATO.

"We clarified that there are center rules that we are resolved to maintain and guard, including Ukraine's power and regional honesty and the right of states to pick their own security courses of action and collusions," Blinken said.
