Government Implementation: To lessen tax burden of citizens:
+ the new business earns $50,000,000 Million per year

For personal loans, between family members (or friends).
To STOP the bloodletting of Mortgage Interest, charged by Banks.
(an avr. int. of 150,000-300,000 extra dollars is not required.)
& the avr. Poor person mortgage reduces from $1200 to $650-700 per month.

1) Rich person pays off the mortgage of the poor person.
2) Poor person then really owns the title on the house,
& pays thru the middle loan company monthly, for the same old time span of 10-30 yrs.
3) Middle loan company pays the rich person, each month, for 10-30 yrs.
minus a very small fee: under $1000 for the life of the loan, only $50 per yr.
They are not expensive because they are not a bank,
only a family loan contract holder & money pass-thru company,
ie via pay-pal accounts.
Basic Income for the "Middle Loan Helper" business earns $50,000,000 Million per year,
per 1M houses (properties paid through, avr of 20 yrs each), before costs of staff & a website for "title memberships", & title safe-box storage.

ie., poor person gives $500 to middle loan company
which gives $500 to rich person $500 for 10-30 yrs. each month.

IF poor person defaults = after 12 missing months, per 5 yrs = title goes to the rich person.

GOVERNMENT gives a TAX BREAK to the RICH person for doing a GOOD DEED, as long as the loan was paid, & pay-outs watched with the Middle Loan Helper.
& Increases on Taxes go to those RICH who don't offer family loans.
As they've proven to be greedy people, that want the government (other citizens) to pay for their impoverished relatives: (including*: their siblings, sons, daughters, parents, aunts & uncles, (*in t/order of the poorest relative & mortgage allocated first).
