Southfield Police Loses Police Car To Car Thief - Then Uses Excessive Force

“On 02/19/2022 around 4:30pm, Officer advised he was following a stolen vehicle in the 28000 Block of Franklin River Dr. (Apartment Complex) The stolen vehicle was a Chrysler 300 reported stolen out of neighboring jurisdiction. Officer advised the vehicle was pulling into a parking space. The driver and passenger exited the vehicle and saw Officer. The driver was a B/M approx. 30 years old and the passenger appeared to be a B/M approx. 20 years old. Both occupants looked at Officer and immediately re-entered the stolen vehicle. The driver quickly accelerated out of the parking spot & struck Officers patrol vehicle. Officer attempted a PIT maneuver on the back, passenger side of the vehicle as it was driving over a curb to evade him. The 300 spun around in the snow before continuing to flee. The stolen vehicle turned E/B on 12 Mile Rd, disregarding the red traffic signal. The vehicle continued to flee until Officer was able perform another pit maneuver this time immobilizing the vehicle on the center median of Winchester St. just east of Lahser Rd.

The passenger exited the vehicle and put his hands over his head and laid on the ground. Officer contacted the passenger and at the same time the driver exited the stolen vehicle and got into Officers police vehicle. Officer quickly approached the suspect after he entered his patrol vehicle and attempted to open the door. The suspect had locked the doors. Officer got his window punch and broke the front window out and attempted to remove the suspect from his patrol vehicle. As Officer was reaching into the patrol vehicle attempting to remove the suspect, the suspect put the vehicle into drive and started to drive away dragging Officer until he was thrown to the ground causing injury. The suspect then fled the scene at a high rate of speed in Officers patrol vehicle. Another Officer observed the stolen police vehicle with its overhead lights and siren activated e/b on Winchester at a high rate of speed. Officer made deliberate contact with the police vehicle (Pit Maneuver) as it passed him causing the vehicle to spin out and become immobilized. Additional units arrived and attempted to get the suspect out of the stolen police vehicle. He made furtive movements that he may be armed and refused orders to show his hands and to exit the vehicle. At some point during the confrontation with suspect, Officers noted that the patrol rifle that was to be locked into Officers police vehicle was lying on front seat next to the suspect. The suspect had his hands concealed under his body. Officers used the necessary force to affect the arrest. (It was later learned that after the patrol vehicle was immobilized you could hear from the in-car video system the suspect hitting buttons until the patrol rifle came free from the locking mechanism)

Note: Officer was transported to an area hospital via ambulance for treatment. Suspect was treated for facile burns on his face from the air bags being deployed.

Note: Suspect is currently on probation out of Wayne County for two counts of receiving and concealing stolen motor vehicle and fleeing and eluding police. Suspect absconded from probation on 09/30/2019. During the Southfield incident, suspect was in possession of a stolen motor vehicle, struck police vehicles, fled and eluded police two times in two different vehicles, feloniously assaulted a police officer, stole a police vehicle, damaged police property, resisted and obstructed police multiple times, and was in possession of a firearm upon his final arrest. Suspect was also driving on a suspended driver license. Southfield Detectives forwarded this case to The Oakland County Prosecutor's Office for review and Complaint & Warrants”
