Here's the full quote from Halton Police Chief Stephen J. Tanner of the Halton Police Board:

"Yes actually, more recently this year, I checked in with the people from the FATE program, the Firearms and Tracing Enforcement at the Criminal Intelligence Service of Ontario. This year the number is actually up closer to 90% of handguns, used in crimes, are traced back to the United States, if they can be traced. There is a percentage that cannot be traced because the serial numbers have been obliterated, and cannot be brought back, or they're ghost guns that have been manufactured."
