Safety in the Philippines? In my experience, the people here are sorely lacking in any safety training at all - or, they lack the wisdom to heed that training. It's really hard to watch all the dangerous things they do. Safety isn't an option in the US. If you don't follow safety protocol in western countries - it will be off to the unemployment line.
