Mechanics Lien

In the state of California, when a LICENSED contractor who has a written agreement with a client, can submit a mechanics lien on the clients property IF the client is refusing payment once the work has been completed. If the client still refuses payment, the contractor must submit the foreclosure lawsuit to take it to court and enforce the lien.
