Lindsey Graham Introduces Federal Abortion Legislation TWO Months from the Midterm Elections

Most Republicans are pro-life and the idea of federal legislation on abortion seems ideal. However, introducing federal legislation at this time strategically makes zero sense. If Republicans make the midterms about abortion, it will hurt our changes of retaking the House, and make retaking the Senate almost impossible. How does Graham not understand this?
