Snitch Falsely Reports Drunk Driving, Leads to Unrelated Infraction Ticket

It's harder to hear on the body cam, but I believe someone called the police reporting that they saw this man drink beer, then drive his vehicle. This leads to the Nampa Police pulling him over, searching his truck, sobriety testing him, and giving him and Infraction ticket unrelated to drunk driving. I believe it was for not carrying a driver's license. He passes the sobriety test and the officer says he doesn't smell beer though at first he asked if he had anything he shouldn't besides beer. It seems they didn't actually find any beer or anything else illegal, but he wasn't carrying a government permission card to operate a motor vehicle. Was all this necessary to secure rights? Or was it a waste and harassment?
