A new California bill that will pay residents $1,000 for NOT owning a car. The bill has been proposed as a way to reduce traffic congestion and save the state money. While the bill may sound like a great idea on the surface, there are some serious concerns about it. For one, the $1,000 payment would not be enough to cover the cost of car ownership.
