Why did Muhammad legalise idol worship for a short time?

"The Quran asked Muhammad and his followers to worship three idols besides God. Muhammad recited a verse in Sura An Najm which was after verse 19. It said that the three idols of Al-Lat, the goddess of fertility, Al-Uzza, the goddess of power and Manat, the goddess of fate were divine beings, assisting Allah in his work. Upon saying this, Muhammad and his followers bowed down to these idols and worshipped them." - Dr Daniel Shayesteh
