God is sovereign. He controls and commands everything that happens. "Who is he that saith, and it cometh to pass, when the Lord commandeth it not?" Lamentations 3:37 Man's will is not free. God's will is free. Man makes choices based on his sinful nature and fleshly desires and according to his circumstances and situations that God controls.
