Baby Tortoises born in backyard

A female tortoise had babies after male went underneath a fence and through pool area to mate. One day we found the male floating in the pool, a few weeks later it was at the bottom of the pool. The tortoises are "protected" by the Federal Govt so we cannot move the mom and her babies. Plus, the babies were born on our property so I guess we're stuck taking care of them.
