The state of Georgia issues a conceal carry permit to a blind man

In what, to me, is a first the state of Georgia issued a carry permit to a Georgian resident who is blind. For the sake of clarity there is a distinct difference between being legally and totally blind. I examine the nuances of this and whether the state understood the implications fully with the issuance of this permit.
