My Dog Bolted Out the Front Door and Anarchy Ensued

Info from Licensor: "My neighbor and his dog were walking up my street. I was waking back into my house from taking out the trash. My dachshund saw the dog outside and bolted out the door to go play. My neighbor saw my dog coming out and his dog started to get excited. The neighbor had his dogs leash wrapped around his waist and his dog freaked out. The neighbor was trying to control his dog and let go of the baby stroller. I saw him let go of the stroller and ran (kicking off my flip flops) to grab the baby before he rolled down the street and hit a parked car or rolled over. My neighbor yelled at me “get your dog” and I yelled back “get your baby” and he turned around realizing his little baby was rolling down the street."
