Philippines 2022: Tourism not Back, My Personal View from Domestic Travels In Feb/March

Philippines attracted 47,715 foreign tourists and balikbayans in February 2022 according to the Government Site:

Despite a strong Dollar, of $1USD to 52.38 PHP (March 18, 2022) and nearly open restrictions for travel (just bring your card) within most of the country, I fail to see foreign tourists. Just a few love birds reuniting and those checking on investments. In 2019, over 8 million foreign tourists arrived to the Philippines.
