My heart. thoughts and prayers go out to all those people in the Philippines affected by Typhoon Odette at this time. No doubt it will take a long time to recover. Right now many are struggling for the basic necessities. Many will naturally want to help, but in doing so you want to be sure your money gets to those in need. My advice is if you feel compelled to help then do so via a reputable registered charity on the ground in the Philippines.
Right now (and over the coming months) unscrupulous people will be looking at your generosity and compassion as a way to make money for themselves.
Don't let them stop you from helping but be sure to help cautiously and wisely!
