Why AdBlue Issues are NOT Covered Under Emissions Warranty.

This is a Clip from Podcast Automotive Q and A 130. Volkswagen Passats are having issues with the heater in the AdBlue tank. They fail causing a check engine light. To me they are part of the emissions system, but they are not covered under the Federal Emissions warranty.
