My Relationship to the Events: I am the victim in this crime, as an Individual and as a Director of a Corporate 501(c)(3) Church Non-Profit who is also a victim, and a Registered Pastor with IRS status as a minister, a third class of victim.

Crimes I Allege: Federal Hate Crime, Mail Theft, Harassment, Publicly Sharing Private information with Malicious intent, Vulnerable Adult Mistreatments, Malicious Harassment, HIPAA Violations, Fraud, Theft, Psychological Harm, Washington State Hate Crime, the Intimidation Act, and all other applicable laws.

And the Crimes of: Hate Crime of calling me a TERF. I am a protected class Lesbian, a Homosexual, and a pastor, TERF (a Hate Crime Slur) was used with malicious intent meant to cause me malicious harm, humiliate me, taunt me, cause others to hate me and threaten me.

I ask that the following laws be applied and any other applicable laws.

Narrative and History of Events

Sometime in the last year I Closed my USPS Post Office Box in Port Townsend Washington, PO Box 2087, I was assured that the box was closed and there was no need to do anything else. I was assured that First Class Mail, such as medical and legal documents, social services documents and all first class mail would be sent back to the sender, if they were to show up. And that no further action would be needed for this to happen.

Instead of closing my account, the USPS kept putting mail addressed to me in that mail box. The USPS gave my private affairs, my medical information protected under HIPAA, my Church private documents and personal matters to a third party, thereby violating my rights to privacy.

In approx. 2016 I lost my prior USPS box due to the inability to pay, and again was assured that ALL First Class Mail, such as medical and legal documents, social services documents, church matters, and all first class mail would be sent back to the sender. This box number was PO Box 2027 Port Townsend, WA 98368

In order to know that the legal documents were of “prior activity” he would have first received my first class mail, then opened it and read it, then shared information about me to other, then post this on a high profile twitter account, linking to other high profile twitter account and defaming me, committing a Hate Crime calling a protected class “Lesbian” “Homosexual”, a Pastor, and the same address of my Church, a Washington State Non-Profit. Calling me TERF is violent rhetoric that instigated harm and hate towards me as a lesbian, as a pastor and as a director of a church.

I, Crystal L. Cox filed this complaint as a victim and Pro Se, and as a representative of a Washington State Non Profit Church Bringing Back Goddess Church. I ask that you apply all available laws to protect my rights. I move forward in pauperis as I am indigent and I request an attorney be appointed to me in this case, to preserve my rights.

I am filing this as an individual for a federal hate crime against a Protected class as a Lesbian Woman. I am filing this as a Pastor, protected under religious discrimination laws, and I am filing this as a Director of a Washington State Non-Profit Church as a Hate Crime against the Church. I allege this crime was committed with the enablement and co-conspiracy of the United States Post Office in Port Townsend Washington.

Laws I Allege that the USPS and Denis Stearn Violated

Federal Hate Crime, Mail Theft, Harassment, Publicly Sharing Private information with Malicious intent, Vulnerable Adult Mistreatments, Malicious Harassment, HIPAA Violations, Fraud, Theft, Psychological Harm, Washington State Hate Crime, the Intimidation Act,and details as follows.

I allege that the USPS and Port Townsend Resident Denis Stearn violated The Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act

The Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act of 2009, 18 U.S.C. § 249. Says:

“The Shepard Byrd Act is the first statute allowing federal criminal prosecution of hate crimes motivated by the victim’s actual or perceived sexual orientation or gender identity. The Act makes it a federal crime to willfully cause bodily injury, or attempt to do so using a dangerous weapon, because of the victim’s actual or perceived race, color, religion, or national origin.

The Act also covers crimes committed because of the actual or perceived religion, national origin, sexual orientation, gender, gender identity, or disability of any person, if the crime affected interstate or foreign commerce or occurred within federal special maritime or territorial jurisdiction.”

Denis Stearn committed a Hate Crime, an act of violence toward me and just after a violent mob had attacked me and other women viciously at a Press Conference in Port Townsend, causing bodily harm to me and many other women. He instigated this mob to continue and admitted to giving out my private information thereby putting me in danger. Stearn committed crimes against my perceived religion, my sexual orientation, gender, gender identity. Calling me a TERF, a Hate Term, and outing my private affairs from federal mail he admits to stealing.

18 US Code 242 - Deprivation Of Rights Under Color Of Law

I Allege that Port Townsend Washington Resident Denis Stearn willfully deprived me of my protected constitutional rights and violated Section 242 of Title 18 of which makes it a crime for a person acting under color of any law to willfully deprive a person of a right or privilege protected by the Constitution or laws of the United States.

Conspiracy Against Rights, 18 U.S.C. § 241

I Allege that Denis Stearn in Conspiracy with the USPS violated Conspiracy Against Rights, 18 U.S.C. § 241.

Conspiracy Against Rights, 18 U.S.C. § 241 says, “This statute makes it unlawful for two or more persons to conspire to injure, threaten, or intimidate a person in any state, territory, or district in the free exercise or enjoyment of any right or privilege secured to the individual by the U.S. Constitution or the laws of the U.S.”

Stearn, in conspiracy with the USPS Port Townsend, Wa violated my free exercise or enjoyment of any right or privilege secured to the individual by the U.S. Constitution or the laws of the U.S. As I am now defamed, painted as a bad person, painted as someone involved in bad or illegal things. How would he know what was in those legal filings he admits to reading, yet claims to not have. He flat out states it is about my prior activity, an envelope from a law firm can be anything, maybe copies for other people, maybe my church members, or family. To know he would have to open it. Then Call me a TERF and defame me to the world, and incite violence against me doing so, and the very day after I and other women were beaten down, hit, heads wrapped in flags, bullied, pushed against walls, property stolen and other property broken. I am in fear for my life because this violent mob and Denis Stearns, incites even more hate.

Sexual Orientation a protected class under Title VII

Sexual orientation is a protected class, I am publicly labeled HATE for being and outspoken lesbian, called a radical feminist, and accused of excluding Trans, that is defamatory, I have a record of helping Trans Women, and I myself and a Masculine Woman, a Lesbian. This is a HATE Crime.

HIPAA Violations

My mail box would have had personal medical information pass through, and he has clearly exposed looking at my mail and telling the entire world on a viral twitter topic, viral topic in general. I allege that Denis Stearn has Violated HIPAA.

I allege that Port Townsend Resident Denis Stearns owner of Twitter Account @denisstearns has committed crimes against me, my ministry and my church that Violate HIPAA Laws.

RCW 9A.36.083

RCW 9A.36.083: Hate crime offense—Civil action. A person may be liable to the victim of the hate crime offense for actual damages, punitive damages

Any and all laws I may be missing that the protected class of homosexual Woman, a pastor, and the rights of a church, as all 3 of those entities used that mail box.

18 U.S. Code § 1708 - Theft or receipt of stolen mail

I allege that Denis Stearn of Port Townsend Washington is guilty of 18 U.S. Code § 1708 - Theft or receipt of stolen mail matter gen­erally.

RCW 74.34.020 ABUSE OF VULNERABLE ADULT

I Allege that Port Townsend Washington Resident Denis Stearn is guilty of violating RCW 74.34.020 ABUSE OF VULNERABLE ADULT. Which States:

We had just been physically assaulted by a mob. I am a vulnerable class as a woman, as a homosexual lesbian, as a pastor, as a recent victim of a violent mob. I am indigent, and have experienced homelessness in Port Townsend, I am extremely vulnerable and Denis Stearn has committed crimes against me.

“(2) "Abuse" means the intentional, willful, or reckless action or inaction that inflicts injury, unreasonable confinement, intimidation, or punishment on a vulnerable adult. In instances of abuse of a vulnerable adult who is unable to express or demonstrate physical harm, pain, or mental anguish, the abuse is presumed to cause physical harm, pain, or mental anguish. Abuse includes sexual abuse, mental abuse, physical abuse, and personal exploitation of a vulnerable adult, and improper use of restraint against a vulnerable adult which have the following meanings:”

Denis Stearn mentally abused me with sexual references as in TERF, of which is Hate Speech and Defamatory.

(a) "Sexual abuse" means any form of nonconsensual sexual conduct, including but not limited to unwanted or inappropriate touching, rape, molestation, indecent liberties, sexual coercion, sexually explicit photographing or recording, voyeurism, indecent exposure, and sexual harassment. TERF is Sex Based Abuse and is Sexual Harassment.

(c) "Mental abuse" means an intentional, willful, or reckless verbal or nonverbal action that threatens, humiliates, harasses, coerces, intimidates, isolates, unreasonably confines, or punishes a vulnerable adult. Mental abuse may include ridiculing, yelling, or swearing.

Denis Stearn exploited me.

(d) "Personal exploitation" means an act of forcing, compelling, or exerting undue influence

TERF is Sex Based Abuse and is Sexual Harassment of a Protected Class, as a Homosexual Lesbian, as a Religious Entity and as a Federally Registered Pastor.

Cyber Stalking becomes Cyber Harassment and a Felony

Cyber Harassment found in SB 5628, a person is guilty of the crime of Cyber harassment if the person, with the intent to harass or intimidate another, makes an electronic communication to that person, or any other person, and the communication:

Uses lewd, lascivious, indecent, or obscene words, images, or language, or suggesting the commission of any lewd or lascivious act;
RCW 9A.56.370 Mail Theft

Denis Stearn clearly admitted to mail theft and is guilty of RCW 9A.56.370 Mail Theft. He claims he did not open, he had to in order to say my “prior activities” as the papers inside could have been anything, and about anyone in my church or other.

Mail Theft is a Federal Crime, I allege Denis Stearn is Guilty of.

Violations, Fraud, Theft, Psychological Harm, Malicious Harassment, Mail Theft, Mail Fraud, Theft and exposure to others of financial documents, legal documents, social services documents, personal identity documents, and medical documents.

Because the United States Postal Service is a federal agency, mail theft is considered a federal crime. According to the United States Code 18 Section 1708, federal mail theft is a felony. Being charged with stealing mail could land you in federal prison for up to five years and cause you to pay a fine up to $250,000.

RCW 49.95.010

RCW 49.95.010: "Discriminatory harassment" is unwelcome conduct that is based on a protected class listed in RCW 49.60.030 (1). I allege that David Stearn is guilty of RCW 49.95.010.

18 U.S. Code § 249 - Hate Crime Acts

(1)Offenses involving actual or perceived race, color, religion, or national origin.—Whoever, whether or not acting under color of law, willfully causes bodily injury to any person or, through the use of fire, a firearm, a dangerous weapon, or an explosive or incendiary device, attempts to cause bodily injury to any person, because of the actual or perceived race, color, religion, or national origin of any person—
(A)shall be imprisoned not more than 10 years, fined in accordance with this title, or both; and
(B)shall be imprisoned for any term of years or for life, fined in accordance with this title, or both

(2)Offenses involving actual or perceived religion, national origin, gender, sexual orientation, gender identity,

(I)interferes with commercial or other economic activity in which the victim is engaged at the time of the conduct;

RCW 9A.36.080 Hate Crime Offense

(1) A person is guilty of a hate crime offense if he or she maliciously and intentionally commits one of the following acts because of his or her perception

I allege that Port Townsend Resident Denis Stearns owner of Twitter Account @denisstearns, is guilty of a hate crime against me, Crystal L. Cox, against me as a Pastor as Reverend Crystal Cox, and against Bringing Back Goddess Church.

I allege that Port Townsend Resident Denis Stearns, owner of Twitter Account @denisstearns is guilty of Intimidation, Inciting malicious Hate against me my church and my ministry.

(1) A person is guilty of a hate crime offense if he or she maliciously and intentionally commits one of the following acts because of his or her perception of the victim's race, color, religion, ancestry, national origin, gender, sexual orientation, gender expression or identity, or mental, physical, or sensory disability:

(b) Causes physical damage to or destruction of the property of the victim or another person; or
(c) Threatens a specific person or group of persons and places that person, or members of the specific group of persons, in reasonable fear of harm to person or property. The fear must be a fear that a reasonable person would have under all the circumstances. For purposes of this section, a "reasonable person" is a reasonable person who is a member of the victim's race, color, religion, ancestry, national origin, gender, or sexual orientation,

Denis Stearn has caused me fear, as I and other women were just violently attacked by a mob at a local Press Conference. And he perpetuated this with Hate Speech, calling me TERF and stealing my mail, and outing its origin to the public at large, on a viral internet topic.

(2) In any prosecution for a hate crime offense, unless evidence exists which explains to the trier of fact's satisfaction that the person did not intend to threaten the victim or victims, the trier of fact may infer that the person intended to threaten a specific victim or group of victims because of the person's perception of the victim's or victims' race, color, religion, ancestry, national origin, gender, sexual orientation, gender expression or identity, or mental, physical,

(b) "Sexual orientation" means heterosexuality, homosexuality, or bisexuality.
(c) "Threat" means to communicate, directly or indirectly, the intent to:
(i) Cause bodily injury immediately or in the future to the person threatened or to any other person; or
(ii) Cause physical damage immediately or in the future to the property of a person threatened or that of any other person.
(7) Commission of a hate crime offense is a class C felony.
(8) The penalties provided in this section for hate crime offenses do not preclude the victims from seeking any other remedies otherwise available under law.

Violent Interference with Federally Protected Rights, 18 U.S.C. § 245

I allege that the USPS and Denis Stearn are Guilty of Violent Interference with Federally Protected Rights, 18 U.S.C. § 245.

This statute makes it a crime to use or threaten to use force to willfully interfere with a person’s participation in a federally protected activity because of race, color, religion, or national origin. Federally protected activities include public education, employment, jury service, travel, or the enjoyment of public accommodations. Under this statute, it is also a crime to use or threaten to use force against those who are assisting and supporting others in participating in these federally protected activities.

Being a Lesbian Homosexual Woman is a a federally protected activity. Being a Pastor that is registered with the IRS is a federally protected activity. A church with federal tax status and non-profit status is a federally protected activity.

I allege that Port Townsend Resident Denis Stearn is Guilty Under Washington State law of malicious harassment.

“A person is guilty of malicious harassment if he or she maliciously and intentionally commits one of the following acts because of his or her perception of the victim's race, color, religion, ancestry, national origin, gender, sexual orientation, or mental, physical, or sensory handicap:

(a) Causes physical injury to the victim or another person;
(b) Causes physical damage to or destruction of the property of the victim or another person; or
(c) Threatens a specific person or group of persons and places that person, or members of the specific group of persons, in reasonable fear of harm to person or property….

“A crime is an act deemed to be illegal, it becomes a hate crime when it is motivated by bias or prejudice against a person or people perceived to be a part of a group, and that is intended to induce fear, scare, terrify or cause psychological harm.” Malicious harassment - Definition and criminal penalty. Examples of crimes which could be charged as a hate crime if evidence of bias is proven include but are not limited to:
Physical assault
Criminal trespassing
Bullying
Harassment (sexual, physical or verbal)
Reckless endangerment

Washington State Law on Mail Theft

Under RCW 9A. 56.370 it is a class C felony to steal mail addressed to three or more different addresses or to steal over 10 separate items of mail. A class C felony is punishable by up to 5 years in prison and a $10,000 fine

Action I wish to be taken

I am indigent and cannot afford an attorney. I request to be appointed an attorney in this matter.

I, Crystal L. Cox, am a Lesbian Woman who lives in Port Townsend, WA. I have for 10 years now. I am filing this complaint as a hate crime against a Protected Class, as I am a Port Townsend Lesbian.

I am filing this complaint as a hate crime against a Protected Class, a hate crime against a religious leader, a pastor.

I am filing this complaint as a hate crime against a Protected Class, as my church had that mailbox as a legal communications as well. I am a director of Washington State 501(c)(3)

I ask that this complaint be taken seriously and that Denis Stearn is convicted and that my constitutional rights are upheld. I have filed this to the best of my ability. I am not an attorney, I am Pro Se and indigent and in fear of this man and those who he aligns with in my local community, hundreds of them that have attacked me, and other women 2 nights ago.

§ 994 note Sec. 280003, requires the United States Sentencing Commission to increase the penalties for hate crimes committed on the basis of the actual or perceived race, color, religion, national origin, ethnicity, or gender of any person.

TITLE 18, U.S.C., SECTION 242

Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, ... shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both;

Generally, harassment by electronic communication constitutes a gross misdemeanor. Such an offense carries penalties of up to 364 days in jail and a $5,000 fine.
