"Meth Mouth" arrested in front of our house

We all have that one character that lives in our neighborhood or town...we somewhat affectionately call ours "Meth Mouth". Now, whether he is or is not a meth addict is not known and is merely conjecture. But, most people dont get into shouting matches with a State Trooper in the middle of a small town street.
