Colorado River waters users missed Monday's deadline to voluntarily figure this situation out, before the federal government mandates water cuts. There is a tangled web of water rights, and communities, economies, and food production all depend on water whose availability continues to dwindle. The same dwindling water supply also runs the risk of electricity going dark. This situation could become a massive refugee migration into states like Oregon, Washington, Idaho, Montana, Utah, Colorado, Texas and more.
