The DPR foreign minister, Natalia Nikonorova, says the facility was shelled, killing over 50 POWs, by Ukraine to prevent unfavorable testimony about potential war crimes. She criticizes the Red Cross, saying they are making unreasonable demands for their participation. She says prisoners are protected by the Geneva Conventions, and that a draft international treaty to establish a tribunal for the remaining prisoners is being worked on. The Chairman of the Committee on International Affairs in the Russian State Duma, Leonid Slutsky, says the UN Secretary-General and Office of the High Commisioner for Human Rights have not sent representatives and are not in contact about the incident. American actor Steven Seagal was on the scene, filming a documentary about the Donbass, and appears in the video momentarily.

The head of the DPR, Denis Pushilin, spoke separately, imploring media to remain objective: https://youtu.be/I6pt17hQMXM
