Why does God choose to use some people for His work rather than others?

When we look at those in the Scriptures who did the work of God, we might notice that God specifically chose them to do it. The question now arises: what exactly did God see in them that made Him to choose them? Was there something special about those people that weren't found in others? Or was it just by grace?
