Lithuania eases some restrictions of sanctioned goods to Kaliningrad

Transportation of goods was able to restart via railway between Russia and Kaliningrad after some negotioations between Russia and the EU lead to new EU guidance. However, they are limited in the amount of goods they can send in a given time frame.
