Modern Warfare needs a Perk 2 Overhaul!!

Call of Duty Modern Warfare has a huge issue when it comes to the Perk 2 slot. It lacks competition! Perks need to compete with one another and create a diverse playing environment. However, the most dominate perk in Perk 2 is Ghost. How do we changes this, and make the other perks more viable?
