Why Are Tabulators Being Delivered To Detroit Satellite Vote Center If They "don't tabulate" Votes?

Prior to the August 2 Primary Election in Michigan, MC4EI co-founder Joe Brandis asked Daniel Baxter, one of Detroit's top election officials, if satellite voting centers in Detroit tabulate votes. Baxter told him, "no." If that's true, then why did a delivery truck drop off 4 tabulators with ballot containers where processed absentee ballots are stored and transferred to the Heilmann Recreation Center in Detroit one month before the 2020 election? The footage showing the tabulators being delivered was discovered by the incredible team at MC4EI (MI Citizens 4 Election Integrity), who poured through hundreds of hours of drop box footage from the Detroit Satellite Voting Centers in Detroit from 2020 obtained by the Gateway Pundit.
