Former Scottish Police Chief Says CIA Planted Evidence in Lockerbie

The retired officer - of assistant chief constable rank or higher - has testified that the CIA planted the tiny fragment of circuit board crucial in convicting a Libyan for the 1989 mass murder of 270 people.

The police chief, whose identity has not yet been revealed, gave the statement to lawyers representing Abdelbaset Ali Mohmed Al Megrahi, currently serving a life sentence in Greenock Prison.

The evidence will form a crucial part of Megrahi's attempt to have a retrial ordered by the Scottish Criminal Cases Review Commission (SCCRC). The claims pose a potentially devastating threat to the reputation of the entire Scottish legal system.

The officer, who was a member of the Association of Chief Police Officers Scotland, is supporting earlier claims by a former CIA agent that his bosses "wrote the script" to incriminate Libya.

Report: CIA link to Pan Am 103 bombing
WASHINGTON -- An Ohio congressman said Friday he was given aninvestigator's report written for Pan Am's insurance underwriter claiming CIA operatives in West Germany may have known a bomb was aboard Pan Am Flight 103, but ignored the information.

Pan Am 103, en route from Frankfurt to New York with an intervening stop in London, blew up Dec. 21, 1988, over Lockerbie, Scotland, killing 270 people. Investigations have concluded a plastic bomb was smuggled on the plane.

At a news conference, Rep. James Traficant, D-Ohio, read parts of the report, which was written by a private investigator hired by Pan Am's insurance underwriter in its defense of a lawsuit by victims' families. He declined to be specific about how he obtained the report.

It was reported earlier this week that Pan Am has subpoenaed six federal agencies, including the CIA, for documents relating to an Israeli intelligence warning 24 to 36 hours before Flight 103 departed. The subpoenaed documents concern the bombing and a German message about unusual activity around the plane 90 minutes before takeoff.

On this basis, the authors speculate as to whether the CIA had, with the cooperation of other intelligence agencies, played a more active role in allowing the destruction of the plane.

They restate the suggestion that this might have been to prevent exposure of the CIA’s drug running operations from the Bekaa Valley, or for other reasons associated with US policy in the Middle East, particularly the aftermath of the Iran-Contra machinations. They suggest that a CIA approved suitcase, loaded with heroin from the Bekaa Valley, might have been swapped for one loaded instead with a bomb intended to kill McKee.

McKee and others had reportedly developed serious reservations about the drug-running operation; it having recently endangered their own lives through an aborted hostage rescue operation. The authors note that PA103 was brought down shortly after the election of ex-CIA chief George Bush, father of the current US president, when exposure of CIA drug running would have been highly embarrassing.

Those who have made allegations of possible CIA involvement include an ex-Mossad spy, Juval Aviv, hired by Pan Am to investigate the destruction of its aircraft, an erratic ex-US spy Lester Coleman, who at one point sought political asylum in Sweden, William Chasey, a Washington DC lobbyist, and Time journalist Roy Rowan.

The book also suggested two cases containing heroin were found – one on Lockerbie golf course and another on a farm a few miles east – which may have suggested another theory of events.

And today, 30 years after the disaster, a conspiracy has resurfaced of the CIA's alleged involvement in the bombing.

CIA were allowing Middle Eastern dealers to ship drugs to America in return for help in locating and releasing US hostages. In allowing the suitcases containing heroin to bypass security procedures, the CIA handed the dealers' terrorist associates a failsafe means of getting the bomb on the plane.

Among the Lockerbie victims was a party of US intelligence specialists, led by Major Charles McKee of the DIA, returning from an aborted hostage-rescue mission in Lebanon. A variety of sources have claimed that McKee, who was fiercely anti-drugs, got wind of the CIA's deals and was returning to Washington to blow the whistle. A few months after Lockerbie, reports emerged from Lebanon that McKee's travel plans had been leaked to the bombers. The implication was that Flight 103 was targeted,

Mossad agent, according to Aviv, first tipped off US and West German intelligence agents that a terrorist attack would
be made on American passenger plane departing from Frankfurt on or about Dec. 18. Al-Kassar quickly figured out that
Pan Am Flight 103 was most likely target and, playing both sides of fence, notified COREA unit. His warning corroborated
an earlier bomb threat, involving an unspecified Pan Am flight from Frankfurt, telephoned to US embassy in Helsinki.
