Could Congress work Flat Rate?

Over the last few years, Congress has been a favorite target of a lot of people. Whether it be superfans of a president who believe that he should have unilateral control over everything, anarchists who believe the whole system should burn, or everyday Americans who just believe we're paying these people too much. But what can we do to fix the situation and hold them accountable?

A favorite complaint is that Congress never does anything, especially stacked against the salary it's members are paid, so I came up with a creative idea to help them be more productive, and break the gridlock we see today
