Los Angeles County Department of Public Health Director Barbara Ferrer gave a patronage job to a convicted felon as part of an effort to ensure her authority would never be in question. Carl Kemp was convicted of tax fraud as part of a federal public corruption/drug trafficking investigation into his "lobbying" client, James Melvin Walker.
