Iran working on nuclear research reactor after other countries won't cooperate

Iran will build a new domestically made nuclear research reactor near the city of Isfahan, the country's vice president and head of the national Atomic Energy Organization, Mohammad Eslami, said on Wednesday. This is after the few nations that do possess a nuclear energy production chain are unwilling to cooperate with Tehran. Considering Russia and China are working towards cooperation with the Middle East, I find it interesting that even they are unwilling to cooperate with Tehran in this regard.
