BLM Activist Calls Black Only Cities... Or did he?

I understand some of this is worded poorly or somewhat unclear in some places, but this is basically a significantly lesser version or the right's peaceful divorce or the rural areas wanting to be redistricted or become their own state because they aren't in charge or their own communities.
