Russian media: UN regrets Russia's recognition of two "republics" in the Donbas region

Russian President Vladimir Putin signed an order on the evening of the 21st local time, recognizing the "Donetsk People's Republic" and "Luhansk People's Republic" in eastern Ukraine.
According to RIA Novosti, the Deputy Secretary-General of the United Nations said that the United Nations regrets the decision made by Russia, which will have regional and global implications. The UN deputy secretary-general also said on the situation surrounding Ukraine that negotiations are the only way to overcome differences between the parties concerned.
