Employees in the civil service, not all of them- it would create this new class of federal employees that are accepted from competitive service it would remove career federal workers in quote confidential policy determining policy making or policy advocating jobs. From that what is known as the general schedule into this new classification where there are no civil service protections or virtually none so they're all at-will employees and so the idea was we're gonna classify them in such a way that we can "fire them when we want."
