The Database Relational model started with E.F. Codd and the paper he published called, "A relational model of data for large shared data banks." Before that time, data was tied to the application, and the first premise of E.F. Codd's work was to separate the data from the application so that it became more extensible and easier to manage. Along with the continuing work of E.F. Codd through his life, the relational model has become the standard for database management systems.
