Moses enlisted help from able men in Israel to help him JUDGE MATTERS/DISPUTES of the people for it was too much for him to do alone, based on the counsel of his father-in-law. These men were not to build their own assemblies; but to serve the people by providing righteous judgement based on the law, when they brought their disputes.
