When uneducated people get a badge you get a band of thugs in uniform.
You have miles of wide beaches and people are not allowed to be on them, but people can share a 3-4ft narrow sidewalk or shop for groceries. Go figure.
Walking toward to beach I passed by 2 houses having parties.
But no, the sand is not safe for anyone.
