Fly fishing can be expensive. Fishing can be expensive. Life can be expensive. BUT, you don't NEED a lot of stuff to fly fish, and you can get started with a pretty minimal amount of gear.
My list of required items:
Fly Rod - Appropriate to the flies you want to throw.
Fly Reel - Matched to the fly line you need for the flies you want to throw.
Fly Line - Same as above. Don't skimp here, of the "expensive" parts, this is the most important.
Leader - Same as above, you match to your fly. Note, that doesn't mean a size 6 hook uses a 6x leader.
Tippet Material - Used to replace the end of your leader as you cut it away. Your leader COMES with tippet to start.
Flies and a suitable container for them.
Hemostats or locking pliers
Nippers
A lanyard of some sort for the hemostats and nippers.

That's it.
If you are going for a really budget setup, I suggest spending as much on the line as you do on the rod and your reel could be almost anything to hold the line and backer. If you go REALLY cheap, your line can cost more than the rod. I'd rather get a $20 junk fly rod/reel combo and put $50 line on it than a $200 rod and reel combo with junk line. It will be lousy either way, but no matter how good your rod is, you can't overcome bad line. You can cast good line with a stick if you had to.
