Biden sees much of climate agenda blocked by Democratic senator, delays emergency declaration

As he faces pressure to take action on climate change, U.S. President Joe Biden is expected to eventually declare a climate emergency with new measures to tackle the crisis.

Doing so would allow Biden to redirect spending to accelerate renewable energy such as wind and solar and speed the nation's transition away from fossil fuels such as coal, oil and natural gas.

But as Jackson Proskow explains, a slew of problems are holding back Biden, including Democratic U.S. Senator Joe Manchin.
