Subsidiarity = power should be exercised at the lowest level practicably possible. In other words it's a policy of decentralizing power to the greatest feasible extent.

Solidarity = in Catholic doctrine, is the idea that we have some responsibility for the well-being of the society as a whole and for others, especially those who are vulnerable, defenceless etc. This policy can be adequately effected by the Social Credit idea of "dividends for all".
