Folks, you literally can't make something this stupid up. Chicago Alderman (fancy word for "City Council Person") is actually encouraging her constituents to move toward someone committing a crime. She makes the insane claim that if you blow a whistle while running at a criminal, it “forces the offender to flee and helps police pinpoint the location of the crime.”
