Court of Oyer and Terminer is, in American usage, an obsolete term for a criminal court. It literally means a court of hearing and determining.

Apparently most critics thought this was a rather poor story, but I liked it quite a lot. But then, I'm a bit of a math geek, so I appreciate the mathematical basis of it :)
