Some parts of the church - including the church at Rome - thought God had finished with the Jews. They had rejected Jesus as their King, so many conclude they have forfeited the promises and covenants, and the gentile church, therefore 'replaces' them.

The book of Romans is addressing this erroneous teaching (Replacement theology).
Worse still - it causes curses to come on those who believe and act in this way.
