Unlocking HIP 22460 Permit Locked System // Elite Dangerous Salvation

Hip 22460 is a system that is permit locked and contains one of the Project Seraph sites linked to Salvation. Even though Salvation has jumped his mega-ships there allowing players to hitch a ride there is a way to unlock the system if you have missed the boat.
