Submitting a lower than asking offer

I think that some buyer's agents make a mistake when they don't write an offer on a property their buyer may like because the offer might be too low. You never know what the seller is thinking, and if you can get a counter, it's always a solid strategy to submit an offer versus not submitting one. The only caveat is if your buyer refuses to negotiate on a starting price. Then it is a total waste of time.
