Chauncey RANTS! Why do we pay so much to the IRS?

A few states pay more in federal taxes than they get back in resources. Yes, federal tax money is partially sent back to the states in the form of grants for the state to spend on resources. But some states including California, are left spending more in taxes than what they receive back in federal services. So why are we paying so much in federal taxes if it's up to the state to take care of their own people, infrastructure and business?
