Two people are bound to a pole for public humiliation in Dnipro, Ukraine

The man speaking says they are migrants who opened a car and were later found hiding in a garage. This type of "justice" is common in western Ukraine and is performed by both residents and officials for various perceived social violations. Sometimes the victims are covered in paint (e.g. green paint for suspected Russian "orc" sympathizers), their pants are pulled down, and/or they're beaten by the perpetrators or passers-by.
