Lack of response from the Council of Europe, the EU and the Office for Democratic Institutions and Human Rights (ODIHR) to the abuse of Russian prisoners of war carried out by the Ukrainian military is criminal, Russian Foreign Ministry spokeswoman Maria Zakharova said.

Ukraine promised to take harsh measures against criminals responsible for torturing Russian soldiers, the chief Russian delegate, presidential aide Vladimir Medinsky said after Russian-Ukrainian talks in Istanbul on Tuesday.

"At this point I can say that we lodged a protest over the video recordings of tortures of Russian soldiers. The Ukrainian side accepted this protest. They promised to take the harshest measures against those who committed these war crimes, if they are the first to catch them," Medinsky said.

"If our forces catch them, you can guess the rest. We made ourselves heard. I would not like to rush things. In an hour or two, or possibly three we will be prepared to say something to you," he added.
