The Philippines needs energy, and China has the ability to supply it. Recent Philippine presidents have flip-flopped on their stance toward China, alternately saying they will stand up to China and that they will befriend China. But what the Philippines doesn't know is that China doesn't care if the Philippines is friend or foe, they'll milk them for their resources just the same.
