Hamilton County sheriff explains how inmates were able to escape custody

Hamilton County Sheriff Charmaine McGuffey says that movement is what led two inmates to walk out of the jail last month on two separate occasions. Both were able to blend in with release inmates while they waited to be processed into the jail.
