Is James about the elite?

Is the book of James a book specifically targeted at people similar to the globalist Cabal of elites? When it says “the rich” is it talking about somebody who is able to afford a house and live somewhat comfortably, or is it talking about someone like George Soros or Bill Gates? Or Hunter Biden? Do you think all this legalism in the book referring to people who have totally destroyed and burned out their conscience? Lacking a conscience and having damage their ability to spiritually feel that conviction from God do they need legalism to get them back to something they can understand as they begin to heal towards God again since they can’t rely on a conscience they burned out? I wonder if these Satanist murdering blood drinking human trafficking trillionaire elites of the globalists are the ones that are really targeted by the book of James. By the way of course the book of James can apply to anyone in the Bible verses are applicable to everyone. But what if that is the context?
